In 1992 he graduated from the law faculty of the Belarusian State University in Minsk.

Partner of the Moscow office of the international law firm Baker McKenzie, heads the dispute resolution practice of Baker & McKenzie in the CIS countries. Mr. Khvalei is Chairman of the International Council on Commercial Arbitration (ICCA), Vice President of the International Court of Arbitration at the International Chamber of Commerce (ICC), Chairman of the Russian National Committee of the International Chamber of Commerce (ICC Russia), Member of the London International Arbitration Court (LCIA), member of the Presidium of the International Arbitration Court at the Belarusian Chamber of Commerce and Industry, member of the Polish Arbitration Association, member of the Austrian Arbitration Association, member of the board of the Ukrainian Arbitration Association.

He has extensive experience of participating in litigation in Russia, Kazakhstan, Belarus and Ukraine, as well as in international arbitrations under the ICAC, UNCITRAL, ICC, LCIA, SCC and other arbitration institutions, both as a lawyer for a party and as an arbitrator.
